Possibly, the best way to do this would be to...

• Create a macro.
• Add a "Send MIDI Note On/Off" Macro Action.
• Customize the Macro action.
• Add the command to a deck.
• In Logic Pro Open Keyboard Assignments from the "Logic Pro" => "Key Commands" => "Edit Assignments…" menu.
• Search for the "Tap Tempo" Command in the Key Command Assignments window.
• In the bottom right of the window, click "Learn Assignment"
• Press the Stream Deck key with the assigned SoundFlow macro.
• Close the Key Command Assignments window.

Once you've followed these steps, the button should work as a tap tempo button. :-)
